Mission
Performs market analysis, identifies projects to bid, reads and interprets plans, proposals, specifications, and other documentation to prepare bids and quotes; secures bid bonds coordinates contract, bonds, insurance, subcontracts, and assists in budgeting and project management.
Main Responsibilities
- Attend Pre-Bid Meetings and visit sites to collect information.
- Lead estimating team and coordinate estimates with senior management.
- Perform detailed quantity takeoff and summaries
- Prepare work to be accomplished by gathering information and requirements; setting priorities and maintaining a bid schedule to ensure estimating team meets required deadlines.
- Ability to organize and lead large project and/or design-build pursuits
- Prepare construction estimates by studying plans; updating specifications; identifying and projecting costs.
- Solicit bids and proposals from vendors and subcontractors by specifying materials; identifying qualified subcontractors; negotiating price.
- Resolve cost discrepancies by collecting and analyzing information.
- Maintain quality service by following organization standards.
- Maintain and develop customer/client relationships
- Negotiate with customers during pre-construction phase on pricing and scope of work until project award.
- Support operations during pre-construction by scheduling and facilitating hand-off meetings, preparing project budgets, job setup and initiating project procurement.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Mentor and develop team members
- Microsoft Office Skills are a requirement.
- Some travel is required.
Qualifications and Experience

A valid, current Driver's License with a clean driving history is required.
EDUCATION and/or EXPERIENCE
- A bachelor's degree is required with Civil Engineering or Construction Management degrees preferred.
- A minimum of 10 years of experience in highway construction, site development, utilities and asphalt paving is required.
- Experience in all phases of bid and proposal development.
- Knowledge of HCSS software program and take-off software such as AGTEK or Bluebeam is a plus.
